Inner Voice Programs
Every year, Inner Voice assists at least 13,000 homeless people all over Chicago.
Inner Voice is Chicago’s largest single agency serving single adults and families. As part of the Inner Voice network of services throughout Chicago, Inner Voice is the access point for emergency and transitional shelter for any and all Chicagoans who find themselves homeless and needing help.
The Pioneer House (PH) Transitional Housing Program provides housing for 13 adult males for up to 24 months with supportive services focused on comprehensive client-centered case management, stabilization and thorough assessments to assist participants with acquiring income and permanent housing. However, the goal of the program is to move program participants into permanent housing as quickly as possible.
Eddie Beard Veterans’ Transitional Housing Program
The Eddie Beard Homeless Veterans’ Housing Program (Vet House) provides transitional housing for honorably discharged veterans. The program works closely with the V.A. Hospital and the Inner Voice HVRP program to ensure that residents receive on-going medical services and job placement assistance. Homeless Veterans’ Reintegration
Funded by the DOL, the Homeless Veterans’ Reintegration Program (HVRP) facilitates the placement of homeless veterans into livable-wage employment, while providing client-centered case management services that ensure job retention and long-term housing stability. Supportive Housing Program
The Supportive Housing Program (SHP) provides permanent housing, rental subsidies and case management to hundreds of homeless singles and families each year.
Chronic Homeless Initiative
The HUD funded CHI program serves the most vulnerable of homeless individuals. Many participants have severe mental illnesses and co-morbidity disorders. All participants lived on the streets and/or emergency shelters and come through the Chicago Central Referral System…
Representative Payee Program/SSA
The Social Security Administration funded Representative Payee Program provides case management, financial counseling and budgeting and housing/resource linkages approximately 40 individuals receiving Social Security benefits. Inner Voice directly pays landlords, utility companies and other vendors on behalf of program participants.
Emergency Assistance Funds
Inner Voice currently administers emergency client assistance funds from the following organizations: FEMA, Emergency Food and Shelter Program, The Chicago Community Trust’s Jones Fund and The Emergency Fund
A mandated IDHS program, Earnfare offers part-time employment and training to individuals receiving SNAP Benefits, along with vocational counseling and housing assistance.

Seed Transit Pilot: Ticket to the Future
A 12-month pilot study whereby transit cards are purchased for persons seeking employment to ascertain the impact of the investment. If successful, the data and human stories derived from this pilot project will be used to create a larger program through Seed’s network.
Chronic Homelessness Program (CHP)
Chronic Homelessness Encampment (CHP) targets individuals (tent dwellers) found living in tents under the bridges called “The Encampment Dwellers” on the Northside of Chicago. Funded by DFSS, Inner Voice is subcontracted through the Center for Health through Housing to provide ongoing intensive case management to strategically move each participant into a place to call home.
Homeless Grant and Per Diem Program (GPD)
Utilizing the Low Demand and Bridge Transitional Housing Models, this program provides transitional housing funded by the U.S Department of Veterans Affairs. The GPD is a companion program to the Eddie Beard Veterans Housing Program that supplements the operating budget.
CPS Families in Transition Project (FIT)
This is a joint collaboration between the DFSS and the HomeWorks Campaign to address homelessness impacting families in the most at-risk communities. The primary goal is to connect 100 homeless families with permanent supportive housing.
